These updates are effective 18 November 2025 and aim to improve data accuracy, departure control, and compliance across all expatriate management processes. How to submit or register Pass Shortening Before Permanent Departure?

All expatriates who will no longer continue employment in Malaysia and are leaving the country permanently must now undergo a mandatory pass shortening process before departure.
 
Steps to Follow:
 
1   Submit Pass Shortening Application
2   Companies must apply for pass shortening via ESD Online, under the “Sub-Product” tab.
3   Download Shorten Pass Slip
4   Once approved, the Shorten Pass Slip will be issued and can be downloaded from the ESD system.
5   Keep the Slip During Departure
6   The expatriate must carry the Shorten Pass Slip and present it to immigration authorities when requested upon exiting Malaysia.
 
This process ensures that the expatriate’s departure is officially recorded and updated in the Immigration database.
 

How to do a Exit Clearance for Expired EP or PVP Holders?

Starting 18 November 2025, companies are required to take action if a pass expires without renewal or pass shortening.
 
Key Rules
  • If the pass expires and no application has been submitted, the company must complete Exit Clearance through ESD Online.
  • The Exit Clearance must be completed within 30 days from the pass expiry date.
 
Consequences of Non-Compliance
Failure to complete the Exit Clearance may result in:
  • Restricted access to ESD Online
  • Inability to submit new pass applications or make payments
  • System limitations until the Exit Clearance is resolved
